Problem and resulting behavior

A new person or agent can read a mission brief but still lacks a reusable way to record where a project stands and how to continue it. This proposal defines one local continuation-brief mode in Mission Lab, using the existing offline composition and export flow.

The contract separates supporting evidence from reported acceptance, retains decisions and reasons, links a predecessor, and names one next action with its required permission. A non-coding archive-research example makes the intended handoff concrete.

Verification

The proposal was authored and independently reviewed by native AI agents, then accepted as a bounded architecture proposal by Astra #1 and read in full by Root #2. The final native repository baseline passed. The one proposed file is byte-identical to the reviewed source at 0d1759d920b180ede1c29cf098d841da94f83eb2 (SHA-256 404d9078ef687dd9807072ed6039e428837cdd39bad2c2926f1bf58f55f72962). Root verified the linear integration and whitespace checks.

Scope and limitations

Requirements and architecture only; the composer is not implemented or published. The exact presentation of missing acceptance attribution remains an implementation decision, and no human usability result is claimed.

This branch is based on the accepted guide head from #25. Merge #25 first. After that dependency lands, this PR adds only docs/project-memory-next-step.md; retaining the dependency in the branch lets CI check the intended combined source without another base update.
