    Round DDDD (#41 receipt-chasing family, last seam): the drawer waiting list is receipt-keyed — a queued item whose send-ack receipt landed leaves the waiting list with NO dispatcher sweep (its stream-pending twin is the sweep private cleanup; a dead dispatcher never removes it). The whole waiting-deriving family keys together (queued_steer_counts/FIFO grace, session_info pendingSteers, the sessions payload row chips); no prompt file reads unproven and stays listed; never-delivered items stay carried (queued with age, or parked via the CCCC machinery). 15 new suite legs + E2E acceptance rig (G1/G2) + full suite 1474 green + Super-Linter green on the final tree.
