Mission 1 (roadmap Lane P0): fuel gauge — ceiling via ZDO_QUOTA_TOTAL_TOKENS/ZDO_QUOTA_WINDOW_H (unconfigured hides forecasts honestly, burn stats stay), burn measured from every model_usage request (input+output+reasoning), forecast = labeled rolling-average approximation. Surfaces: ⛽ chip (amber <4 h, red <1 h/exhausted), Quota & cost section (burn-down bar, hourly sparkline, per-lane table like the genesis picker), genesis review forecast + amber tight-headroom warning that NEVER blocks, response modal per-round token strip, GET /api/quota behind one documented scan seam. Mission 2 (steer #13): view/filter cluster joined the status chips in ONE right-aligned control band — single line at the 1177 px ideal (band 1012 px, first wrap 1060, measured); degraded push chip fixed-width. Tests 183 (18 new); Super-Linter green; fixture CDP rig 44/44 (forecast math DOM agreement, genesis never-blocked, geometry boxes at 1177/1100/1060).

Mission 1 (roadmap Lane P0): the 2026-10-01 quota outage killed every
in-flight pinky — the deck had no fuel gauge. Now it does, honest about
what is knowable: the ceiling is env config (ZDO_QUOTA_TOTAL_TOKENS /
ZDO_QUOTA_WINDOW_H), the burn is measured from every model_usage
request (input+output+reasoning), and the forecast is a labeled
rolling-average approximation. Surfaces: the ⛽ chip in the status
chips (amber <4 h, red <1 h or exhausted, hidden unconfigured), the
Quota & cost section (burn-down bar, hourly sparkline, per-lane table
grouped like the genesis picker), the genesis review forecast with an
amber tight-headroom warning that NEVER blocks, and the response
modal's per-round token strip. GET /api/quota behind one documented
scan seam (quota_burn_scan) — a future real quota API swaps in there.

Mission 2 (steer #13): the view/filter cluster moved into the ONE
control band beside the status chips, right-aligned to the header
content edge — one 8 px rhythm, single line at the 1177 px ideal
window (band 1012 px, first wrap 1060, measured and documented); the
degraded push chip is fixed-width so even the alert state holds the
gate. docs/screenshot.png recaptured at exactly 1177 px (push-live).

Tests: 183 (165 + 18 new — forecast math incl. zero-burn/burst/
window-start edges, burn scan on real schemas, lanes, transcript
tail, config block, /api/quota endpoint). Super-Linter green; fixture
CDP rig 44/44 (forecast DOM agreement, genesis warning + spawn never
blocked, geometry boxes at 1177/1100/1060, tables/graph/drawer/steer
console/push degradation and live states).
