The lull-window quality round. E1: the 5335-line accreted README reorganized around today's surface map (six parts, all anchors preserved), the 16 congress narratives archived verbatim to docs/history.md, a compact detector-doctrine subsection + fleet-vitals section, six stale claims fixed, the 124-round git timeline, ROADMAP stamped historical. E2: every accumulated INFO dispositioned (burn-down table in the round dossier); the FFFF VF1 fold fixed (turn-retry refuses dismissedAt, one-line guard + leg); AGENTS.md carries the suite-invocation, merge-wedge, marker-agreement and release-read laws. E3: canonical-invocation law in-tree (tests/README.md + init docstring), inventory 74/74 zero orphans zero dupes, timing baseline ~39s (slowest leg 2.51s, no splits), CI parity documented. Suite 1537 green (canonical); Super-Linter green on the final tree; install triple + live marker v1.90.0 (API+HTML byte-identical).

README consolidation: surface-map order, round timeline, congress archive (v1.90.0 round EEEE E1) fbfa7d5d30

- Reorganize the 5335-line accreted README around today's surface map:
  Quick start up top, then What you see, then six parts (Vitals, Census,
  Steer lifecycle, Genesis, Guarantees, Reference); every existing
  section moves verbatim, all anchors preserved (slugs are level-blind)
- Extract the 16 congress narratives (RRR v1.74.0 -> FFFF v1.89.1) from
  the emergency-interrupt mega-section verbatim into docs/history.md;
  replace with a compact detector-doctrine subsection
- Add: Fleet vitals section (lane health + starvation alarm), the
  honest-math quota addendum, the census-algebra addendum, the
  audience-aware unread note, the bounded-lag honest-limits bullet
- Fix stale claims: liveliness-first running detection (S8), keep-close
  Hide/Archive reversal v1.84 (S2), activity-anchor window keying (S3),
  archive self-seeding v1.83 (S5), station-state pinOrder + drag (S7),
  machine-window unread gate wording (S4)
- Quick start: header tour trimmed to a pointer (content lives in
  Collapsible surfaces / ideal window); re-nest 128 lines of steer
  console content under their own '### The steer console, observed'
- New '## The round timeline' (124 shipped rounds from git history);
  docs/ROADMAP.md stamped as a historical snapshot
- README 5335 -> 4538 lines; archive 1076 lines; nothing deleted

turn-retry refuses a dismissed steer (v1.90.0 round EEEE E2 — FFFF VF1 fold) c0c5d238d2

The /steer/turn-retry API route accepted a dismissed turn-died steer
(no dismissedAt check) — unreachable from the UI (every view filters
dismissed cards), but the door stood open. One-line guard beside the
retriedBy check + the mirrored refusal leg; dismiss != recall stands
on every surface now.

suite hardening: the canonical-invocation law in-tree (v1.90.0 round EEEE E3) e0bcbeba7d

- tests/README.md: the '-t .' law (why tests/__init__.py's env redirect
  must load first), the ZDO_*/ZCODE_* hermeticity strip list, the
  inventory baseline (74 files / 74 discovered, zero orphans, zero
  duplicate ids), the timing baseline (whole suite ~39 s summed, slowest
  leg 2.51 s — nothing near the 30 s split threshold, no splits made),
  and CI parity (forge lane runs the identical discovery;
  env-conditional legs differ in count, not set)
- tests/__init__.py docstring now leads with the canonical invocation
- No test behavior changes: the only test-file edits this round are the
  new dismissed-refusal leg (E2 fix coverage) and this docstring
