Round DDDD (v1.87.0) — the VF-1 fold

The drawer's waiting list keys on RECEIPTS (the #41 receipt-chasing family's last seam): a queued item whose send-ack receipt landed leaves the waiting list without any dispatcher sweep — its lingering stream-pending twin is the sweep's private cleanup, and in a no-dispatcher world nothing ever removes it.

  • D1: waiting_steers_view's queued block is receipt-keyed (verbatim + annotated-core joins); genuinely pending items stay listed with age and renumbered position.
  • D1-family: queued_steer_counts (the FIFO force-grace never queues a new send behind an already-delivered stale twin), session_info pendingSteers, and the sessions payload row chips all key the same way.
  • Honest complement: no prompt file / no receipts ledger reads as unproven — never delivered; what never delivered stays carried (queued, or parked via the CCCC machinery).

Tests: tests/test_round_dddd.py (15 legs) + the full suite green (1474 tests, canonical discover). Super-Linter green on the final tree (BASH, BASH_EXEC, MARKDOWN, PYTHON_PYLINT, PYTHON_RUFF, YAML). Acceptance rig: ~/.zcode/tmp/pinky-dddd-rig (G1 + G2 green — hermetic server, fastlane off, killed fake dispatchers, byte-checked pending twins).
