Summary

Prepares PDrive Control Center 0.9.8 on top of the merged origin-aware cache composition (#19, 601484ae):

Version bump in one chain: VERSION, bin/pdrive-ui VERSION, bin/pdrive-state TOOL_VERSION -> 0.9.8
Configured ruff formatting of the upload-origin journal writer in bin/pdrive-state (the only Super-Linter finding, fixed at the source under the repo's .github/linters/.ruff.toml)
Release receipt docs/releases/release-0.9.8.json (public facts only; previous baseline release-0.9.7.json)

Local gates

make check green on the release tree after every change (portable repository suite: shell syntax and ShellCheck, Python compilation, action-free help tests, fixtures, setup safety, state schema, version consistency, desktop validation and GTK widget checks)
