Prepares the 0.9.5 release on top of the merged bandwidth-clarity payload (#13, fceff2c1) and the traffic time-range selector (#12, 38b3ca8).

What this branch adds

Version bump to 0.9.5 in one commit: VERSION, VERSION in bin/pdrive-ui, TOOL_VERSION in bin/pdrive-state (consistency enforced by tests/check.sh).
Configured ruff formatting of the new traffic-graph and bandwidth-cap code in bin/pdrive-ui (three expression collapses to the project's .github/linters/.ruff.toml style, no behavior change).
Release receipt docs/releases/release-0.9.5.json (public facts only: payload commit, local gates, payload CI runs 36/37, version chain, maintainer review scope, user-facing notes).

Local gates (release tree at `5ee0742`)

make check — green (full portable repository suite: shell syntax and ShellCheck, Python compilation, action-free help tests, fixtures, setup safety, state schema, version consistency, desktop validation and GTK widget checks).
Super-Linter ghcr.io/super-linter/super-linter:slim-v8.7.0, include-only 13-lane set — green: BASH, BASH_EXEC, GITHUB_ACTIONS, GITHUB_ACTIONS_ZIZMOR, GIT_MERGE_CONFLICT_MARKERS, GITLEAKS, MARKDOWN, MARKDOWN_PRETTIER, PYTHON_RUFF, PYTHON_RUFF_FORMAT, XML, YAML, YAML_PRETTIER with FILTER_REGEX_EXCLUDE="\.github/". First run caught PYTHON_RUFF_FORMAT on bin/pdrive-ui; fixed at the source with the image's own ruff 0.15.17 under the repo config, re-run green on the exact final tree.
