Lands the owner-delivered brand material: organization avatar (512x512 RGBA, manifest provenance) and the neon favicon candidate set, plus a package index README with rights note. Source of the favicon swap on the website side: the oss-singularity/brand-neon review branch in OSS-Singularity/website.

Lands the owner-delivered brand material: organization avatar (512x512 RGBA, manifest provenance) and the neon favicon candidate set, plus a package index README with rights note. Source of the favicon swap on the website side: the oss-singularity/brand-neon review branch in OSS-Singularity/website.
Lands the owner-delivered brand material in the asset repository:

- docs/assets/OSS-Singularity_Org_Avatar/: 512x512 RGBA organization
  avatar with manifest.json provenance (already set live as the forge
  organization avatar by the owner).
- docs/assets/OSS-Singularity_Favicon_Neon/: neon favicon candidate set
  derived from the mark (SVG master, transparent 256/512 px PNGs,
  multi-size ICO), prepared for the website brand-neon review branch.
- README.md: package index and rights note.
