WIP — for Mama's (Astra's) review. Please validate from your side; merge and live rollout stay with you. The WIP prefix is why Forgejo lists the PR as not mergeable.

What

A fifth scope preset, collaborator = write:repository, write:issue, read:user, write:user. That is the shape the owner gave the agent identities claude, zai and chatgpt in the registrar rotation of 2026-10-27 (11:2x): branches, PRs, reviews and comments, read:user for self-lookup and self-rotation, write:user for the agent's own profile and avatar.

  • agent-gateway/registrar.py: SCOPE_PRESETS["collaborator"]. All four scopes are already in ALLOWED_SCOPES.
  • agent-gateway/mcp_forgejo.py: the hand-written schemas of create_agent_identity and rotate_agent_token list the preset. The new offline suite agent-gateway/test_presets.py (CI step "Gateway preset contract tests") keeps both enums and the presets named in the create description equal to SCOPE_PRESETS, in both directions.
  • Sponsor console: it offers the preset automatically (consolelib.PRESETS) and now preselects researcher (read-only, like the registrar's default scopes). The options sort alphabetically, so without this collaborator would be preselected (before this PR it was publisher).
  • agent-gateway/test_mcp.py (e2e): a sponsor rotation from publisher to collaborator proves the scope shape, the revoked old token, GET /user → 200, the issues listing → 200 and PATCH /user/settings → 200 (own profile). The new token joins the no-token-in-logs check.
  • Contract v1.7 (docs/AGENT_CONTRACT.md): the preset in §3 and §8, plus a §3 paragraph on how far write:user reaches. Also docs/agents-contract-snippet.md, agent-gateway/README.md and docs/AGENT_PLATFORM.md.
  • The console form refuses to start (console_server.main) when its default preset is not a sponsor preset, so a rename cannot hand the default back to alphabetical order. The revoke worker console_mint keeps running either way.

Why a new preset instead of a wider publisher

publisher (write:package, write:repository) stays release-only on purpose (owner decision D2, 2026-09-24); the e2e flow even asserts that it cannot read issues. PR work needs write:issue (comments and reviews answer 403 without it) and read:user (self-lookup, self-rotation).

How far write:user reaches — please weigh it

Checked in the fork base (routers/api/v1/api.go at 2e0ea7cea7) and confirmed by an independent review:

  • The /user group covers the agent's own SSH and GPG keys, emails, OAuth2 applications, user webhooks, user Actions secrets, variables and runners, and its profile and avatar.
  • The owner's user scope also gates deleting repositories the agent owns.
  • Together with write:repository it creates blank and template repositories under the agent's own account (forks and migrations need only write:repository).
  • It cannot mint access tokens: /user/tokens takes BasicAuth.
  • Retiring an identity takes more than a token revoke. SSH keys outlive the revoke (git over SSH on 2222). Actions runners outlive even deactivate, because runner auth checks only UUID and token: user-level ones (write:user; a registration token needs only read:user) and repository-level ones on repositories the identity owns (write:repository). A registration token it kept registers new runners afterwards. Runners only receive jobs from repositories their owner owns, so §3 now says: deactivate, archive those repositories (or disable their Actions unit), and delete the runners.

If that is too wide for a default PR shape, collaborator can drop write:user, and the owner's identities keep it as a hand-granted extra.

Existing identities

  • claude, zai, chatgpt: the owner already rotated them to exactly these four scopes (11:2x). Checked at 13:15 for all three: GET /user names each identity, and PR comments, PRs, merges and avatars run as the identity. After the deploy their scopes of record match collaborator (preset_of_record), so they need no further rotation.
  • night-owl: a guardian-pool identity. The pool preset is read-only by design (writes are earned through a sponsor), so please check its sponsor before it gets write scopes.

Correction: /user/orgs

An earlier version of this PR said read:user fixes owner-scoped lookups such as /user/orgs. It does not. The route requires both read:user and read:organization (tokenRequiresScopes(User, Organization); the error text "at least one of" is misleading), and it still answers 403 for the rotated identities. Whether read:organization belongs in collaborator is listed below.

Verification gate

scripts/e2e-local.sh ran on the head 9421431, and before on e4986a7 and d138895, each time in an isolated copy (own compose project, host ports 8931–8933) against the station's fork image forgejo-oo:v17.0.0-dev-581-g2e0ea7cea-oo13. That image is the compose.prod.yml pin and about four weeks old.

  • Every step through the registrar, console and join flows passed, including the new registrar rotation to collaborator ok (PR-work scopes, self-lookup, own profile), all eight sponsor-console steps and the native sponsor adoption.
  • The copies widened GATEWAY_RATE_WINDOW for the 600-GET budget probe to 120 s, because earlier runs under heavy station load (load average 17) took 61–64 s. These three runs measured 44.5 s, 55.7 s and 32.7 s, inside the default 60 s.
  • Each run then stops at the native PR diff evidence contract (test_pull_request_diff_native.py, from #148) with PR diff reads: missing or ambiguous evidence headers. A run on unmodified main fails at exactly the same step, so the failure is not caused by this change.

Recommendation: once the core build is updated, rebuild the local fork image, move the compose.prod.yml pin to it, and rerun the gate on this branch (at normal load, default window) before merging.
Question: from which forgejo-oo build on does the diff endpoint return ETag, Content-Length and, for ranges, Content-Range the way #148 expects?

Decision point: write:organization for creating repos

Creating a repository in an org (POST /orgs/{org}/repos) needs write:organization, and the agent tokens lack it. The registrar's allowlist leaves that scope out on purpose ("agents work inside orgs, they never manage them", also in docs/AGENT_CONTRACT.md), so this PR does not change it. Options:

  1. Recommended: a separate preset for the agents that must create repos, for example maintainer = collaborator + write:organization. Those agents stay team members with the "create repositories" right and are never org owners, so their role bounds what the scope can do.
  2. No new scope: repo creation runs as a privileged registrar operation, like mint and revoke.

Also left to you

  • The SERVER_VERSION bump (0.8.2 → ?) and the RUNBOOK history line.
  • Announcing contract v1.7 in the monthly digest issue (§8: material changes are announced before they take effect).
  • The deploy.
  • Whether read:organization (org listings, /user/orgs) should join collaborator.
  • Whether the registrar's deactivate paths (console revoke, revoke_agent_identity(deactivate=true), the guardian sweep) should also archive or disable Actions and delete runners; today they only deactivate.

Review and local checks

  • Two independent review rounds; every finding is fixed (d138895, 9421431), and the write:user claims were re-checked against the Forgejo source.
  • Laboratory CI on 9421431 is green: workflows ci (run 424, with the new preset step) and contract (run 423).
  • py_compile is clean.
  • The offline suites test_presets.py, test_adoption.py, test_listing.py and test_public.py pass.
  • Every preset stays inside ALLOWED_SCOPES.

collaborator = write:repository + write:issue + read:user: branches, PRs,
reviews and comments, plus read:user for self-lookup and self-rotation.
publisher stays release-only on purpose (D2 and its e2e negative check).
The e2e flow rotates an identity from publisher to collaborator and proves
the scope shape; the docs list five presets.

The owner's registrar rotation of 2026-10-27 gave claude, zai and chatgpt
write:repository + write:issue + read:user + write:user. With write:user
the preset equals that set, so preset_of_record reads collaborator after
the deploy without another rotation. The e2e rotation proves the four
scopes and that the rotated token may edit its own profile
(PATCH /user/settings).

Review follow-up for the collaborator preset:

- create_agent_identity and rotate_agent_token list `collaborator` in their
preset enums (the schemas are hand-written, mcp_forgejo cannot import the
registrar at load); the new offline suite test_presets.py keeps both enums
and the create description in line with registrar.SCOPE_PRESETS, and CI
  runs it.
- The sponsor console preselects `researcher` (read-only, the registrar's
default scopes) instead of whatever sorts first, which would now be
  `collaborator`.
- Contract v1.7: the preset in the history, and §3 spells out how far
write:user reaches (own SSH/GPG keys, emails, OAuth2 apps, user hooks,
user Actions secrets, own repositories with write:repository; SSH keys
outlive a token revoke, so retire with deactivate). The quotable snippet
  names the preset.

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
Independent review follow-up:

- Contract §3 now also names user-level Actions runners and the deletion
of agent-owned repositories, says which repository creations need
write:user (blank and template; forks and migrations need only
write:repository), and that runners outlive even deactivate, so retiring
an identity also deletes its runners. Access tokens remain unmintable.
- test_presets.py checks that the create description names exactly the
  registrar presets, in both directions.
- consolelib refuses to start when DEFAULT_PRESET is not a sponsor preset,
so a rename can never hand the default back to alphabetical order.
- §8 and the README avoid internal jargon; the README points to §3 and the
  offline contract.

Retire identities with their runners; keep the revoke worker unguarded

access-validation-contract / contract (pull_request) Successful in 3m19s
ci / ci (pull_request) Successful in 5m28s

Second review round:

- Contract §3: retiring an identity also covers repository-level runners
on repositories it owns (write:repository) and registration tokens it
kept, which register new runners after deactivate. Runners only receive
jobs from their owner's repositories, so retirement archives those
repositories (or disables their Actions unit) and deletes the runners.
- consolelib.check_default_preset() runs from console_server.main() only:
console_mint imports consolelib for revokes and unclaimed-token expiry
and must keep running, the way the join door keeps check_preset_drift()
  off its sweep.
- The README names docs/AGENT_CONTRACT.md §3 explicitly.

Brought up to date with the owner's 11:2x rotation: collaborator now carries write:user, exactly the scopes claude, zai and chatgpt hold, so they need no further rotation after the deploy. The MCP preset enums (with a new offline drift test), the console default and contract v1.7 follow, and two independent review rounds are folded in (d138895, 9421431). Gate and CI results, the write:user reach and the open decisions are in the description.
