The remaining OSS-Singularity runner has moved to PVE VM1005. Record all four serving registrations, their organization/repository boundaries, and the clean idle retirement of registration 9. Preserve the old home host and its non-runner services; the revoked registration cannot be recovered by merely starting its old daemon.

Validation: fresh independent native readback confirmed exactly registrations 11–14 remain active, their scopes/labels, current heartbeats and no pending assignments. The new runners previously completed real CI/artifact round-trips. Documentation-only diff and whitespace check pass; no runtime changes are made by this PR. Continuous replacement monitoring remains explicitly pending.
