docs: record Search Console setup and Google live checks #1

Why

The repository's Search Console handoff still described account setup as pending. Record the completed setup and the limits of the observations for the existing Project Universe site.

Changes

  • Record the reused verified Domain property, successful sitemap retrieval with two URLs, Google Live Tests, and accepted indexing requests for both canonical pages.
  • Keep stored indexing state separate from live eligibility and submission success; preserve the remaining evidence gap for the initial English-alias redirects.
  • Update the handoff workflow to reflect the authorized pull-request publication.

Validation

  • make check passed: JavaScript and shell syntax plus static-page, metadata, image, sitemap, robots, and 404 checks.
  • git diff --check passed; the only changed path is docs/search-console.md.
  • The hosted dist/ tree and .openai/hosting.json are identical to the base, so no Sites redeployment is needed.

No CI workflow files are checked into this repository. These are completed local checks; remote review and any branch-protection requirements still apply.
