feat: notification mute switch + open_session.sh drift fix

  • Mute switch: while ~/.config/zcode-dispatch/notifications-muted exists (env ZCODE_DISPATCH_MUTE_FILE overrides), no STARTED/completion notifications spawn. The toggle lives in zcode-dispatch-observatory; --help epilog, USAGE and README document the contract. Live-verified: muted run completes with exit 0 and zero notify processes.
  • open_session.sh drift fix: still called show_new_astra.py (absent in release installs - the task-index seed silently never ran) and carried German texts; now calls show_sessions.py, English throughout.

Offline test exit 4; Super-Linter green with the pinned CI image.

  spawns. The toggle is provided by zcode-dispatch-observatory;

  show_new_astra.py (does not exist in release installs; the task-index
  seed silently never ran) and carried German texts. Now calls
  show_sessions.py, English throughout, behavior otherwise unchanged.
