IDLEWATCH rebased: the idle-fleet scream + explicit-park IW9 (the shared predicate: working==0 by REAL evidence only AND queues empty AND an active window), composed with the DIREKTFLUSS wake era (choices union, both dispatch blocks, both leg groups, summary string). Val-idlewatch ACCEPT-WITH-FINDINGS; dedicated durable-ground gate EXIT 0.
