The constitution package (6 commits: docsfix, REGRESSFOLD RF1-9, 300-doctrine + canary sig-fixes, FIFTH READING switch-kills-the-strip, 5h window whitelist, OBSERVATION ≠ ADMISSION) rebased onto v1.0.77 and squashed as v1.0.78. Validated val-regressfold ACCEPT (constitution stamp; acceptance-file gap documented). Local gates: py_compile + make functional EXIT 0.

5760de7 300-doctrine + canary sig-fixes, c42592d FIFTH READING,
4d5e5ff 5h window whitelist, 932573b OBSERVATION ≠ ADMISSION) onto
v1.0.77 (f6855b9). Conflicts resolved semantically: the REGRESSFOLD
twin-mirror drop folded into the v1.0.75+ reparent_bell_contract
core (the slim CLI seam keeps delegating), USAGE §31 appended after
the JUGGLEDEFENSE §30, README exit-codes merged (stream-drop note +
the fifth-reading full-speed strip kill).
