Start-plan as selectable OAuth plan; layer-capability truth matrix (desktop=all, headless=storage-key — refused WITH reason); plan-switch commission. Validated SHIP 17/17 (local audit); rebased onto v1.109.0, conflict-resolved, suite 1891/1892 (version-guard pre-tag tie expected).
