Release preparation for PDrive Control Center 0.9.6.

Version bump

VERSION, VERSION in bin/pdrive-ui and TOOL_VERSION in bin/pdrive-state move to 0.9.6 in one commit, plus the configured ruff formatting for the new eviction-tier code in libexec/pdrive-cache-evict and bin/pdrive-ui, and the release receipt.

Payload

Exactly the already-merged squash-merge of #15 (c3ccbdb4, guarded early-eviction tier for large verified cache copies), CI runs 41 (PR head 5d21fd2) and 42 (main push) both success.

Local gates (this branch, tip b65e7e6)

  • make check green after every change (full portable repository suite, including the new large-copy eviction and timer checks).
  • Super-Linter slim v8.7.0 local run, project's own 13-lane flag set (BASH, BASH_EXEC, GITHUB_ACTIONS, GITHUB_ACTIONS_ZIZMOR, GIT_MERGE_CONFLICT_MARKERS, GITLEAKS, MARKDOWN, MARKDOWN_PRETTIER, PYTHON_RUFF, PYTHON_RUFF_FORMAT, XML, YAML, YAML_PRETTIER) with FILTER_REGEX_EXCLUDE="\.github/": green on the final tree (exit 0). One first-run finding (PYTHON_RUFF_FORMAT on the new eviction code) was fixed at the source by formatting with the image's own ruff 0.15.17 under the repo's .github/linters/.ruff.toml, then re-run to green.
