Replaces the GitHub Actions workflow with .forgejo/workflows/check.yml modeled on the established OSS-Singularity lab lanes:

  • runs-on: oss-oo-public, docker.io/library/ubuntu:24.04 container, manual checkout ($GITHUB_SERVER_URL/$GITHUB_REPOSITORY), no marketplace actions.
  • Minimal apt set for make check (--no-install-recommends); python3 is listed explicitly because the base image ships none.
  • Deletes .github/workflows/check.yml in the same change: GitHub is a frozen read-only mirror, and the Super-Linter job anchored to the GitHub runner toolchain would become a zombie lane once Actions are enabled.
  • Local validation: full make check green (cjs suites, JSON, PNG/SVG asset checks, packaging check, GPU bus GTK harness, shellcheck).

Note: this PR cannot show a CI run yet — has_actions flips to true after the merge; the first real run on the next PR verifies the runner.
