Folds the owner decisions of 2026-09-23 into the canonical roadmap (no upstream opening yet, incident.io status subdomain connected, three new dedicated-session lanes: offsite backups, monitoring/status, donate) and turns the P1/P2 bullets into concrete designs with success criteria: webhook→MQTT topic layout, handoff issue templates, agents.yml fleet reconciliation, help subsite, disk watchdog, follower hygiene; horizon gains federation detail and a quarter-survival gate before failover work.

Owner decisions folded in: no upstream opening yet (mirror channel ready,
soft-fork only), incident.io + status.oss-oo.io already connected, three
dedicated-session handoffs staged in ~/logs. P1/P2 items now carry
concrete designs and success criteria (event streams topic layout,
handoff issue templates, agents.yml reconciliation, help subsite, disk
watchdog, follower hygiene); horizon gains federation detail and the
quarter-survival gate for failover work.
