Captcha-only signups could mint write:package tokens and fill the 40 GB disk with garbage images; nobody uses the registry yet, so it closes costless. Re-enable plan with per-owner size cap documented in the RUNBOOK; the flag stays explicit because env-to-ini never removes keys.

Captcha-only signups could mint write:package tokens and fill the disk;
nobody pushes packages yet, so the surface closes costless. Re-enable
explicitly at SMTP rollout together with a per-owner size cap —
documented in the RUNBOOK registry section (env-to-ini never removes
keys, so the flag stays explicit either way).
